In the North American auto industry when did market failure occur?

MoMo RC asked:

Economically speaking when did market failure occur in the North American auto industry for GM, Chrysler, and Ford?

My guess is the market failed due to government intervention and people had to pay taxes for the bailout? But I don’t know how and if this is even right.

Thanks to anyone who has some insite on this.
